In Korea, look for a doctor certified by the relevant specialty board — plastic surgery (성형외과 전문의) or, for some procedures, dermatology (피부과 전문의); the Korean Medical Association and specialty societies maintain practitioner records, and clinics should display certifications. Be cautious: 'cosmetic surgery' can be performed by non-specialists, so confirm the actual operating surgeon's specialty and that they (not a 'shadow doctor') will do your surgery. Treat clinic-website before/afters and testimonials skeptically — ask to see unretouched cases similar to yours and at consistent angles/lighting. Cross-check independent reviews and patient communities, watch for suspiciously uniform 5-star reviews, and confirm in writing which surgeon operates.
