Eye bag removal surgery vs filler in Korea - which is better?

I have had prominent under-eye bags since my 20s (I am now 33) and they make me look constantly tired. I have tried eye creams and concealers but nothing helps. In Korea, I have seen two main options: lower blepharoplasty (surgery to remove the bags) and tear trough filler to camouflage them. Which option would you recommend? I am worried about surgery leaving visible scars, but also worried about filler migration or looking unnatural. Has anyone had either procedure in Korea? What was your experience and how long did the results last?
